I know that your software is designed to sync Outlook with mobile devices, but is it possible to sync notes between my iPhone 6 and iPad mini using Akruto?

AkrutoSync is installed on a computer running on Windows XP/Vista/7/8/8.1/10 with Outlook 2002/2003/2007/2010/2013/2016/Office 365 with Outlook 2013 or 2016. It is meant to sync to Android, Windows phones, and iOS devices (iPhone/iPad/iPod Touch) for Calendar, Contacts, Tasks and Notes (it depends which category/categories you sync).
Since you want to sync the notes from your iPhone 6 and your iPad mini, you still a Windows-based computer to be the main source of those notes.
AkrutoSync is not a mobile app for syncing.
